On my Dell Laptop (Win 11; i7; 16 GB RAM) ACR 16.3.1 crashes with a “Graphic Acceleration) error after one “Lens Blur” usage when I load a 46 mp Nikon NEF.
Dell says only a latest computer with a special graphics card will work with “AI” programs ($2330 @ Dell)
The “Lens Blur” apply takes 90 seconds to load, works as demoed in your video, butt crashes. If I restart the LapTop it will repeat the one timr Lens Blur usage

I have downloaded and added 16.3 to my Photoshop CC, as I am just a hobbyist and cannot afford monthly costs. It will show ‘Object aware’, but not ‘Generative AI’ or the top button ‘Early Access’, so I presume the later two items are because I am using CC.

I don’t have a Nikon 400mm TC 2.8 lens for my sports photography. I am in the economy class with a Z8-180-600mm lens.
As such, backgrounds can be distracting @ f6.3. I take it that using ACR 16 would not pass sports photojournalism standards. But the blur feature you demonstrated, appears to stimulate a f2.8 lens, may even a f2.0.
Hopefully a “photojournalist acceptable preset” may become a feature in the AI wars
